Smilies etc. in Quick Replies to images...

I've noticed some people have been able to include smileys in their quick replies to images that have been posted. I don't appear to have that option?

Is there something I can do to change this? (I have looked in my CP and couldn't find anything that changed that particular facility.)

after typing the comment and hitting the submit button, scroll down to the comment you just typed and there is an "edit" button on the gray bar under the comment - hit edit - and you get a new window with your comment and on the right - smileys, choose your smiley and hit "Submit Edit" - that's it.
